An Ordinance of the Village of Villa Park, DuPage County, Illinois, Amending Section 3-313(A) of the Municipal Code of the Village of Villa Park in Order to Decrease By One the Maximum Number of Licenses Permitted Under the Class H Liquor License Classification and Increase by One the Maximum Number of Liquor Licenses Under the Class D Liquor License Classification
The business at 610 N. Addison currently holds a Class H liquor license which allows sale of beer and wine only. They are requesting a Class D liquor license to sell full package liquor. This ordinance would amend the municipal code to increase the number of Class D licenses, to a total of eight (8), and decrease the number of Class H licenses to a total of five (5). The total number of Village licenses, seventy-one (71), will remain flat with the approval of this ordinance.
An Ordinance of the Village of Villa Park, DuPage County, Illinois, Amending Planned Unit Development Ordinance #3727, which Amended Ordinance #2501, for Variation from Section 6.10.3 Uses to Permit an Additional Accessory Structure for Outdoor Storage of Materials at 880 N. Addison Road.
The Planning and Zoning Commission is recommending the approval of Application PZ-22-0003 for an Amendment to a previously approved Planned Unit Development under Ordinance 3727 incorporating an additional Accessory Structure into an existing property, for the property located at 880 N Addison Road, PIN’s: 03-33-307-013 and 03-33-308-015, with the following conditions:
And, with a finding of fact that such amendment meets the criteria for a PUD amendment enumerated in Section 11.3.10 , the Standards for Special Use enumerated in Section 11.4.8, and the Standards for a Variation enumerated in Article 11.5 of Appendix C of the Municipal Code Village of Villa Park Basic Zoning Ordinance.
Resolution of the Village of Villa Park, DuPage County, Illinois Approving Final Change Order Number 1 to the Contract with A Lamp Concrete Contractors Inc., of Schaumburg, Illinois, for Construction of the 2020 Street Improvement Project for a Net Deduction in the Amount of $131,815.54
The Village has a contract with A Lamp Concrete Contractors, Inc., of Schaumburg, Illinois, in the amount of $1,699,466.14 for the construction of the 2020 Street Improvement Project. Proposed final Change Order Number 1 consists of the final balancing of contract quantities for work completed as measured in the field. The net amount of the proposed final Change Order Number 1 is a deduction in the amount of $131,815.54, for an adjusted final contract amount of $1,567,650.60. Staff recommends approval of this change order.
This item satisfies the Village's Short-Term Complex Strategic Plan Goal "Continue using an aggressive infrastructure replacement/development plan that covers sewer, water mains, streets, etc."

The Village has a contract with A Lamp Concrete Contractors, Inc., of Schaumburg, Illinois, in the amount of $1,635,041.99 for the construction of the Charles Avenue Improvement Project. Proposed final Change Order Number 1 consists of the final balancing of contract quantities for work completed as measured in the field. The net amount of proposed final Change Order Number 1 is a deduction in the amount of $5,904.42, for an adjusted final contract amount of $1,629,137.57. Staff recommends approval of this change order.

Resolution of the Village of Villa Park, DuPage County, Illinois, Approving an Amendment to the Engineering Services Agreement with Clark Dietz, Inc., of Champaign, Illinois, for Phase III Construction Engineering of the 2020 Street Improvement Project in an Amount Not to Exceed $37,500
The Village previously entered into an Engineering Services Agreement with Clark Dietz, Inc., in May of 2020 for Phase III construction engineering for the 2020 Street Improvement Project in an amount not to exceed $192,410. Due to delays in construction, contract schedule overruns by the contractor, and requests from the Village for additional design engineering services, Clark Dietz exceeded the scope of services in the original agreement. Clark Dietz is requesting an additional $37,500 as compensation for the additional 566 hours they have spent on this project. The Village expects to recover a portion of these cost overruns from the contractor, and is actively pursuing penalties against the contractor for this purpose. Funding for the additional engineering services would be taken from Street Improvement Fund (Referendum) account number 60.502.03.292 and Street Improvement Fund (Capital) account number 60.502.10.292.
Resolution of the Village of Villa Park, DuPage County, Illinois Accepting the Small Equipment Grant from the Illinois State Fire Marshal and Authorizing the Purchase of Three (3) NFPA Thermal Imaging Cameras in the amount of $20,550
The Fire Department has been selected as a recipient of the Small Equipment Grant Program from the Office of the Illinois State Marshal in the amount of $20,550 to purchase three (3) thermal imaging cameras. Thermal imagining cameras allow Firefighters to see areas of heat through smoke, darkness, or heat-permeable barriers. The Village will purchase the cameras and will be reimbursed by the Small Equipment Grant from the Illinois State Marshal.
Resolution Authorizing and Ratifying the Execution of a Residential Real Estate Contract for the Sale of Village-Owned Property Located at 440 E. Van Buren Street, Villa Park, Illinois
The Board previously declared the property located at 440 E. Van Buren Street surplus and authorized the sale of the property at its appraised value of $320,000 through the use of G.M. Smith & Son Realtors. The property is located adjacent to the Village-owned Sugar Creek Golf Course and is no longer needed for the continuing operation of the Golf Course. A prospective buyer has offered to purchase the property for $325,000. The Village Board previously reviewed the offer and issued its consensus for the Village Manager and Attorney to take measures to move forward with the sale of the property to buyer. The Village Board is now being asked to approve and ratify the execution of the Multi-Board Residential Real Estate Contract 7.0 in order to effectuate the sale of the property. The proceeds of the sale will be deposited with the Golf Course to be used to purchase new maintenance equipment for the Golf Course.
